The Public Comment System

We analyzed how the public comment system in pharmaceutical administrations is operated, based on results published on the Ministry of Health, Labour and Welfare's website as of November 2006.
As a result, we found out that (i) the method of collecting public comments is not sufficient: reference materials are too much and the deadlines for submitting comments are too tight; (ii) public comments are not well reflected in succeeding policies: the period between the deadline and the effective date of the policies is too short, and disclosure of the results and reasons for the policies are inappropriate.

Therefore, we submitted a written request to Ministry of Health, Labour and Welfare and Ministry of Internal Affairs and Communications to improve the procedures in April 2007.
